This paper was great!
I have had the opportunity to listen to a few business people employ the suggestions in Table 2.

For example, my wife and I were in attendance the 2011 Harvard Business School Kmtyw Business Conference and heard LEOSTAN NNAMDI EKEH ( CEO of Zinox Technologies) speak about how they built their business. Though not a offshore model he did have to overcome labor force issues by developing his labor force as the business evolved. He spoke to the need for Diaspora Entrepreneurs to come to the continent and get started.
I have been gaining interest in doing work in Kmt and am interested in developing a skilled labor force.
I think a great tool to develop an Kmtyw owned resource like Gartner to provide data for Diaspora business people like me and others that are looking for quantitative information to assist in decision making.

That was a very comprhensive paper, it not only stated the problems but also solutions.
