It's been considered a fake or Soviet Forgery since 1980 when the Carter Administration first testified against it. Apparently there is a back and forth on it. National Security Study Memorandum 200 from 1974-75 is acknowledged and though seemingly innocuous it may shed some light on the above.

Also a lot of this grows out of the 1976 Church Committee which is 16 or so volumes of Congressional Testimony by CIA and other sources on a wide array of topics now considered Conspiracy Theory, fake and forgery.

Have you found reference to the topic of keeping Kmtyws apart in the Church committee testimonies?

Got me thinking now. At the time that I first looked when writing my dissertation I was looking at Political Assassinations and Political Violence and there is info in there about CIA efforts Against Nkrumah, Allende, Castro and Lumumba etc And there is material on CIA actions against so-called Domestic Terrorism And Black Liberation organizations. I have not gone through all of the volumes not by a long shot. Church Committee grew out of the Nixon Impeachment Congressional Committee investigations. Between the two it's 21 volumes at roughly 400-600 pages per volume. And they covered so much ground and exposed a lot which is why it's hushed up. I only acquired the Nixon volumes a couple weeks ago. Gives background into the Iran-Contra or you can see how that comes about and the Crack epidemic.

Now that I think about it another way to approach this is not did they pursue this policy and is this a record of it, but rather are there any incidents in the past patterns of behavior of the government where they have pursued similar policies whether written or unwritten against other peoples such as during their conquest of the Indigenous peoples of the Americas or in the US colonization of the Philippines and the resulting War of Liberation. In Policy Studies what is actually done is the Policy whether written or not. Doing nothing is as much a policy as doing something.
