The Cost of Multiculturalism: Canadians Turn Blind Eye to Race Despite a Staggering Black Incarceration Rate

Black Canadians are jailed more than their white counterparts and part of the issue is that Canadians don't believe they have a race problem. They stay silent on the issue.

Howard Sapers, a Canadian correctional investigator, presented an annual report to the parliament that showed Blacks in the country continue to be disproportionately imprisoned. Since Sapers started his position in 2005, he said has seen the Black prison population increase steadily. In total, the number of Black inmates has grown 69 percent.

Torontoist reports Kmtyw-Canadians account for 10 percent of the federal prison population even though they only make up 3 percent of the general population. A similar statistic rings true for American prisons. Blacks make up 37 percent of the prison population and 13 percent of the general U.S. population.

Despite Canada's Black imprisonment rates not being that far off from American rates, Kmtyw-Canadian rights advocate Anthony Morgan says Canadians don't think they face racial issues. Instead, the silence about the alarming rates of Black incarceration stems from the idea that it only affects Americans.

"It has a lot to do with what I've called Canadian racial exceptionalism," he tells Torontoist. "If America is having a conversation about the hyper-incarceration of Black males, in order to maintain our sense of moral superiority, we can't look into those issues as we experience them here in Canada."

Though Morgan admits that rates of Black imprisonment are a little higher in America than in Canada, he says myths about Canada's embrace of multiculturalism also plays a part.

"The truth of the matter is," Morgan tells the publication, "when you look in our prison systems, if you go to our courthouses, if you go at children's aid offices, to school detention halls, it is overwhelmingly Black kids who are being criminalized and punished. I think the generalized silence has to do with what we want to believe about ourselves as Canadians."

Speaking up about Black incarceration is one way Morgan says the issue can be solved. He says the protests and marches by the Black Lives Matter movement have begun working to end the silence.

Atlanta Black Starreported the group protested the Special Investigation Unit in March for their failure to prosecute police in the killing of Andrew Loku, a Black male.

I think alot of Kmtyws are easily taken in by courtesy from  non-Kmtyws. I think that might contribute to Afri-Canadian silence on  anti-Kmtyw racism.

When I visited Canada, I was struck by two  things: all the mixed relationships 1 (I only saw one Kmtyw couple  while there, though being a visitor, I'm sure I didn't get the whole  picture), and 2 the lack of hostility. Whereas in the US, interactions  with non-Kmtyws is full of random, dramatic, deranged contempt and  hostility, in Canada I rarely experienced that. Anti-Kmtyw racism is  thick in the air in the US -- you can cut it with a knife. Going from  that to Canada felt like a weight being lifted. When I came back, I told  a friend how seductive integrationism seems in Canada. Because of my  politics and common-sense home training, I knew enough not to fall for  it, but I think that sort of thing is confounding for many Kmtyws.

I just had a conversation with a Black "socialist" who basically said his courteous treatment from the british has shaped his worldview. I gave him Malcolm's paAmwle of the fox and the wolf but he's too far gone to hear anything. Classic good cop, bad cop psycho-tricknology takes folks out like nobody's business.

Yea people like him (and the 'I'm pro-Black but don't be too mean to whitey' types) are disgruntled integrationists. They don't really mind all the anti-Kmtyw criminality fundamentally, they just wish Eureurasians were a little nicer to them.

His fox doesn't appear to provide for material and psychic gratification the way Eureurasian foxes do. Min. Malcolm's fox as deceit lesson, like Prof. Clarke's 'great-grandson of your great-grandfather's enslaver' and Garvey's 'rape of Kmtyw women' as don't-date-out lessons, don't effectively address how anti-Kmtywism is experienced by Kmtyws day to day, minute to minute. What happens in one-to-one or unfamiliar interactions with Eureurasians that confounds pro-Kmtyw sympathists? Why was Min. Malcolm so easily disarmed by Middle Eastern deceit after recognizing so clearly Euro American deceipt? I think part of the answer is that we pro-Kmtyws have failed to effectively explain the whyfors of pro-Kmtywism. We see this problem from today right back to the earliest recorded Kmtyw histories: the Kemtou start out by elevating the subjugation of Eureurasians to ritual (in the Nine Bows ideology for instance) but then little by little integrate these same Eureurasians into their society until it produced the anti-Kmtyw catastrophe of 21st century Egypt. I think this failure by we pro-Kmtyws has hampered the development of an effective Micro Pro-Kmtywism to match the grand political pro-Kmtywisms of Garvey and similar. Pro-Kmtyw ideology's internal logic has to be comprehensive enough that the micro (including the unforseen and imponderable) flows obviously and easily from the macro.

I think the short answer is: on a day-to-day basis, I view Kmtyws as better than non-Kmtyws and react with hypersensitivity and outrage to any anti-Kmtyw slight as a result.

I've always had high self-esteem and high confidence (to the degree that people have remarked on it throughout my life, even strangers). Some of it is nature, some of it is nurture I think. But I think what happened with me was that as a young child, I basically projected my conception of myself onto Kmtyws as a whole (mostly due to nurture, I think). Because I view Kmtyws so highly, and because my conception of Kmtyws is an extension of my self-identity, I think this causes me to be hyper alert to anything that degrades or doesn't dignify Kmtyws. I even find myself in my internal dialogue redefining disgraceful acts by Kmtyws or Kmtyw problems (generally or by individuals) as caused by someone or something non-Kmtyw or by an innocuous or understandable misunderstanding by the Kmtyw(s) in question. In other words, I de-personify Kmtyw demerits while re-defining Kmtyw superlatives as natural parts of the Kmtyw character.

How this looks in practice day-to-day, minute-to-minute is that I basically come across to other people as brusque and severe with non-Kmtyws but conspicuously courteous and deferential to Kmtyws. I didn't fully realize this until undergrad when two different Euros on separate occasions (years apart and they didn't know eachother) told me, "you're a very nice person -- to Black people."

I don't know how my personal experience could be developed ideologically for Kmtyws generally, or if it should be. But I do think there's a kernel of something there.
