Greetings.
In my opinion, this could be a dry run to test the law enforcement response.  A car bomb with smoke coming out of in front of the Lion King Theater defeats the purpose of disguising a car as a bomb. Smoke draws unwanted attention to the car.
Also a person seen running away again is drawing much too much attention.
The potential threat of the bomb can cause more psychological damage than the bomb going off since sometimes OUR imaginations can create a circumstance greater than reality.
Or it could be a bunch of very unskilled people trying to cause havoc.
This bomb threat will be used to justify a more sinister agenda of tactics to implement.
