@Okomfo Akosua I'm glad you posted this because I read this the other day and didn't think to put it here. As for the article two things:
1. It shows how the u.s. (and probably some other countries) no matter what will always try to figure a way to a get piece somehow, someway.
2. I think this article was edited, I thought I read a longer version where it said the only place one could have dual citizenship was Israel, among other claims.

I agree with you and think it is ridiculous.  It appears the the u.s. are taxing these individuals only because they are u.s. citizens.  It's not like they are using or benefiting from u.s. services in some way if they are not living in the u.s.
