The difference between a looter and a scavenger-gctid38427

The caption under the photo says "A man runs with stolen goods from a collapsed building in Port-au-Prince, Haiti".
I guess while trying to survive and fight for his life, he was supposed to wait for the dead or injured people to come back to the collapsed building. Then he was supposed to ask them who does this stuff belong to and ask... them if he could have the stuff that he dug through the rubble risking his life and injury to get it.
If he robbed somebody that would be different.
WE need to make sure WE know the difference between a looter and a scavenger. Looters steal and rob. Scavengers look for and use what is left behind.
