This proposal has triggered a hot and emotional debate especially among Members of Parliament (MPs), civil society activists, social commentators, the media and scholars. More broadly, civil society groups and sections of the Ghanaian media have praised the proposal to allow the President to choose all his ministers from outside parliament, describing it as a good thing. However, MPs are sharply divided over the issue. While some MPs have expressed strong support for the amendment of that constitutional provision, arguing that it will help strengthen parliament, others have vehemently kicked against it, branding it as “academic, utopian and unworkable”. In this presentation, Dr. Asante will examine the ongoing controversies and debates about the proposals for the president to choose all his ministers from outside parliament. Drawing from interviews and secondary sources, he argues that the appointment of all ministers from outside parliament is feasible, and could lead to reconfiguration of power between the executive and legislature, this in turn may enhance checks and balances and bi-partisanship in parliament particularly over critical national issues.
